Check out this image of a VW T4 Transporter TDI 2.5 belt and water pump location. This engine only shows TDC on every 2 turns of the engine hence if you are looking to change the belts as well as the water pump then indeed one would need to rotate the engine twice past TDC to reveal these lines. This is 6 hour + job and involves 4 special VW tools to lock the cam as well as the gears.
